Wikipedia has a great article about the European Consitution. A must read. Also the Europa website has a lot of material.

For the portuguese there is already at least two important blogs to read: one pro-treaty and one against it.

The following is a very nice text that makes me wonder why do states pay for consultations:

«The UK PTO conducted its own consultation, which showed an overwhelming wish of software professionals to be free of software patents. But the UK PTO, speaking in the name of the UK government, reinterprets this as a legitimation to remove all limits on patentability by modifying Art 52 EPC at the Diplomatic Conference in June 2002. The proposal would render Art 52 tautological. Given that an “invention” in the meaning of Art 52 is the same as a “technical contribution to the state of the art”, the UKPO proposal is tautological:

the following are not inventions, unless in their inventive step they make a technological contribution to the state of the art

Não entendo, não há ninguém que me explique, o facto de, segundo a senhora gerente da empresa Ouro Iates, que vende barcos de recreio topo de gama com preços na ordem dos 603.430 euros, afirmar com a candura e a leveza de quem não tem grandes preocupações na vida, que «vende mais em Portugal que na Alemanha»! ! ! A Sr.ª Barbara Hamel faz o seu negócio no nosso país há 15 anos e, pelos vistos, sem queixas, estando inclusive «optimista» quanto a 2005. Parece que a venda destes autênticos «hotéis flutuantes» não vai abrandar…

Na realidade, a questão é só uma: que género de país é este, que tipo de consciência é esta, que mirra a capacidade de entendimento de quem, com sorte e saber (às vezes mais aquela que este), desbarata mais de 120 mil contos em algo que se desvaloriza à velocidade da madeira a arder.

No artigo do AV1 ele queixa-se de ter sido roubado numa recente assistência técnica ao seu computador. Assistência essa feita por um nerd.

A atitude padrão do técnico de informática que nos atende é muito similar à do mecânico chico-esperto.
Olha para a coisa, afivela sorriso de sabichão no rosto, larga umas piadas e começa logo com o cérebro a facturar a 200%, que é para o tanso em causa pagar a crise.

O problema é que neste país todos são especialistas de tudo e de nada; desde os governantes até aos actuais blogueiros. E os resultados estão bem à vista.

Ponho aqui parte de um artigo recolhido no blog Alhos Vedros ao Poder e que achei muito interessante.

De acordo com artigo à largura de duas páginas do Expresso, Portugal é dos países que mais gasta com a Justiça, mas um daqueles onde este sector tem pior desempenho.
Já o mesmo é conhecido acerca da Educação e na própria Saúde, embora neste caso o desempenho em termos internacionais (o que é razão para algum espanto) não seja dos piores.

As the commoditization and open sourcing of operating systems and applications continue to disrupt the software companies, telephony vendors have so far enjoyed a relative calm in the closed and proprietary phone systems market with substantial profit margins.

That could now all be turned on its head with the proliferation of open source VoIP and PBX software.

There are now a handful of these open source telephony platforms such as OpenPBX and Pingtel, but one of the most interesting is Asterisk , which even has its own communication protocol IAX in place of SIP for unified signaling and data transport.
