Norwegian Minister of Modernization – Morten Andreas Meyer – declared at the presentation of the Norwegian Information Technology Plan – “eNorge
2009 – the digital leap”, that “Proprietary formats will no longer be acceptable in communication between citizens and government.”The Minister, as part of the plan, has charged all government institutions, both at the national and local level, to by the end of 2005 have worked out a recommendation for the use of open source code in the public sector. Further by the end of 2006 every body of the public sector in Norway must have in place a plan for the use of open source code and open standards.
The plan calls for a massive restructuring of Public sector in Norway where digital communication between every citizen and government will become the norm. Part of the plan is to provide every citizen with their own “home page” for communication with government and for opening services 24/7 to the public. In the process every Norwegian citizen will be provided with a personal electronic ID as a replacement for the numerous user-ids and passwords currently used throughout.
Of great interest to businesses, the Minister also announced that public information, in the future, should be available free or significantly cheaper than current practice. A move he hoped would pave the way for new businesses taking advantage of this type of information.
This all seems to good to be true, but, then again, Norway always had their own way of profiting of their rich resources.
When everyone here attack the Public Service due to its size and inefficiency, I would like to point you to an interesting article by Pietro Micheli, Steve Mason, Mike Kennerley from the Cranfield School of Management
The 2005 general election campaign in the UK has emphasised the importance placed on public services. There has been considerable debate over the delivery of public services and the performance of the public sector organisations that deliver them. However much of this debate has been based on performance information reported in performance league tables and performance targets against which public sector organisations are assessed. These targets and league tables, which are regularly debated by politicians and the media, are often criticised. Analysis of three recent reports regarding the measurement and reporting of the performance of public service delivery (The Gershon Review [1]; The Office of National Statistics Report “Public Service Productivity: Health”[2] and The Atkinson Review [3]) suggest that published performance information causes problems when debating the performance of public service delivery. Specifically they highlight the following major problems:
- The focus of performance measures and targets is primarily on efficiency rather than outputs and quality of public services;
- The methodologies of calculating performance measures are often flawed and this limitation is mostly ignored when performance is reported;
- Most performance information is delivered to the public through the filter of the media – very few members of the public review the performance information directly.
These points raise concerns about the way in which public sector performance is measured and communicated which should be taken into consideration when debating the performance of service delivery. (read the rest here)

Using this approach, it is possible to adapt and target efforts continually because all members of the staff have adopted a much better management method using a balanced scorecard.“Without doubt, the focus among local authorities nowadays is being placed upon target management and the ability to follow up the targets. In the health and care sector in the Municipality of Århus, the Town Council has established a range of objectives that we must strive toward,” states Carsten Nykjær, the departmental manager of the city government’s third department of the Municipality of Århus.
If it works for the private sector in such huge companies like the spanish ENDESA and many others, why shouldn’t it work on the public sector as well?

Seria certamente mais fácil encontrar vontade política para uma negociação minimalista de um novo tratado do que ultrapassar as consequências políticas dos “nãos” já dados e as hipóteses muito prováveis dos outros “nãos” que não chegaram a ser dados. O adiamento não é sensato, nem eficaz. É uma medida típica do modo como a União está hoje. Adia-se tudo. É uma medida que prolonga o défice democrático actual. Com medo do “não”, foge-se do voto. A insistência num documento morto, e morto pelo voto, é irrealista e denota muita arrogância. É uma medida de cegueira, que hipoteca o realismo dos pequenos passos à sobrevivência da carreira política dos responsáveis por um “grande passo” para o abismo e que não querem admitir que erraram. Todas as ambiguidades de antes, continuam.Adiado o referendo, cujo objecto deixou de se saber qual é, o SÍTIO DO NÃO é suspenso até que de novo a questão se coloque. Permanecerá em linha, aberto o seu sistema de comentários e eventualmente, sempre que se justifique comentar qualquer facto ou decisão que condicione o referendo português, voltará à vida.
Se a União tivesse bom senso, prudência e resolvesse sair do caminho utópico, arrogante, desigual e não democrático onde se meteu e de onde parece não saber sair, podia até ser que renascesse como SÍTIO DO SIM. Provavelmente terá que continuar como está, o lugar do “não”, e voltar de novo ao trabalho na altura própria.
Mas renascerá em melhores condições. Com a equipa dos voluntários que se ofereceram. Com o sucesso dos seus mil comentários, em tão pouco espaço de tempo. Com a força de ter contribuído para um debate que muitos não quiseram e que só o “não” obrigou e conseguiu. avar, e Cumpriu a sua missão. Para já.
De um comentário ao artigo “O Filme da Semana” que se encontra no Alhos Vedros ao Poder feito por JJ:
Em relação às dotações orçamentais dos gabinetes dos ministros, quando soube desta noticia, fiquei chocado, mas com uma dúvida:200 milhões de euros, é muito dinheiro, e não consigo imaginar quanto, sem possuir um termo de comparação. Tentei por isso comparar estes gastos com outros de carácter similar. O primeiro que escolhi, e que me deu a primeira luz sobre o assunto, foi a dotação orçamental da presidência da republica para o ano de 2005. Esta dotação que cobre os gastos de Sampaio, o seu staff, a manutenção do Palácio de Belém, as viagens e os vestidos de Maria José Rita é de 13.325 milhões de euros.
O valor atribuído à Presidência da República para 2005, pode-se considerar “espartano”, quando comparado com as dotações orçamentais dos ministros da república dos Açores e Madeira – mais de 200 milhões de euros para cada um, e com a dotação orçamental do gabinete do ministro da defesa – 159 milhões de euros, dotação essa, que o sucessor de Paulo Portas, presumo que tenha herdado questionar.
Mas esta comparação não me deixou satisfeito, precisava de arranjar mais um termo de comparação. Tentei saber quanto custa Chirac ao estado Francês, mas a busca foi infrutífera. A mesma busca porém, direccionou-me para o Relatório de contas da Real Casa de Windsor, chefiada por Sua Majestade Fidelíssima Isabel II. Fiquei logo a pensar que a minha depressão ia desaparecer, pois ao ler os gastos de Isabel II, pensei (Lírico) que iria passar a considerar os nossos ministros da república da Madeira e Açores, como uns pobres pedintes de pé descalço.
Da leitura do relatório de contas reais – Royal Public Finances 2003-2004, fiquei a saber que:
A família real britânica possui 5 tipos de rendimentos:
(*) Fundos públicos
- Lista Civil* – Salários dos funcionários reais – 303 funcionários (2004)
- Subvenções do Estado (Grants-in-aid)* – Destinados à manutenção dos palácios reais, salários dos respectivos funcionários – 111 funcionários (2004)e viagens de estado
- Privy Purse – Rendimentos das propriedades particulares da Casa de Windsor
- Riqueza pessoal e outros rendimentos
- Despesas pagas directamente pelo estado*
Quando li os valores envolvidos o queixo caiu ao chão, eram verdadeiramente inacreditáveis, mas não no sentido em que estava a pensar:
Em 2004, os gastos com dinheiros públicos foram os seguintes, (Milhões de libras):
- Lista Civil – 9.953
- Subvenções do Estado – 21.645
- Despesas pagas pelo Estado – 4.872
Total de fundos públicos – 36.470 (53.993 milhões de Euros)
NOTAS: As despesas das subvenções do estado destinam-se aos palácios reais ocupados, que são:
- Palácio de Buckingham;
- Palácio de St. James;
- Clarence House;
- Marlborough House;
- Palácio de Kesington;
- Palácio de Hampton Court;
- Castelo de Windsor, seu parque e edifícios nele existentes.
Não acreditando no que estava a vêr, pensei que tinha lido mal os números, faltam de certeza dois ou três zeros. Não! Afinal os meus olhos não me estavam enganando. Lido e relido o relatório, os valores estão todos expressos em Milhões de Libras, aplicando a taxa de câmbio do dia de ontem (1 Libra = 1.4804945 Euros) verifiquei que toda a Monarquia Britânica custa ao erário público do Reino Unido uns módicos 53.993, ou seja 54 milhões de euros.
Resumindo, aquilo que o Reino Unido gasta com toda a família real, chega apenas para “alimentar” um gabinete do ministro da república, das nossas regiões autónomas, por um mísero trimestre e quatro meses do Gabinete do ministro da defesa.
Gostaria de saber como é que os srs. Ministros da República dos Açores e da Madeira, justificam gastos anuais 4 vezes superiores aos da sua MAjestade a Rainha Isabel II. É certo que viajam muito de avião, é certo que moram em palácios, mas estes palácios estão para Buckingham, tal como uma barraca da Cova da Moura está para os duplexes da Torre de São Gabriel. E a Rainha de Inglaterra tem mais 6 palácios. A presidência da república representa apenas um quarto de rainha de Inglaterra.
Como cidadão, exijo uma explicação! Uma explicação por parte de quem elaborou este orçamento, por parte de quem obrigou à sua aprovação e por parte de quem tem, neste momento, a obrigação de o aplicar. Se esta explicação não for dada, o acto de fugir aos impostos não pode mais, ser considerado um crime, deve ser considerado um dever patriótico.

ASCENSO SIMÕES MANDOU RETIRAR DAS BANCAS EDIÇÃO DE JORNAL REGIONAL DE VILA REAL
Ascenso Simões, secretário de Estado da Administração Interna, exigiu, esta semana, que fosse retirada uma edição completa do “Jornal de Notícias de Vila Real”, ao qual terá concedido uma entrevista de três páginas, pouco tempo depois de a edição estar à venda nas bancas.
Segundo o JN apurou, o governante não gostou que o trabalho do semanário regional fosse publicado sem o ter lido previamente, pelo que terá mandado recolher os 2750 exemplares. Depois de ter lido a entrevista e feito as emendas que pretenderia, obrigou à dispendiosa reimpressão de 12 páginas (metade do jornal).

No outro dia, quando me ia deitar, notei que havia pessoas dentro da minha garagem, a roubar coisas. Liguei para a polícia, mas disseram-me que não havia ninguém por perto para ajudar, mas que iriam mandar alguém assim que fosse possível. Desliguei.
Um minuto depois liguei de novo:
—Olá – disse eu – Liguei há bocado porque estavam pessoas na minha garagem. Já não é preciso virem depressa, porque eu matei-os. Passados alguns minutos, estavam meia dúzia de carros da polícia na área, uma ambulância e uma unidade do INEM.
Apanharam os ladrões em flagrante.
Um dos polícias disse-me:
—Pensei que tivesse dito que os tinha morto, homem!
Ao que eu respondi:
—E eu pensei que me tivessem dito que não havia ninguém disponível…

Claro que com as misturas sanguíneas com os Cro-Magnon do resto da Europa alguns de nós ficaram com a capacidade de premeditar e lá se vão safando melhor que os outros.
O ministro Campos e Cunha não tem razão no que diz: a acumulação da reforma de 8 mil euros do Banco de Portugal com o seu salário de ministro pode ser legal, mas é ilegítima e imoral.
O Plano III de pensões do Banco de Portugal é custeado por apenas 5% do salário e permite pensão vitalícia ao fim de um mandato de seis anos. Funciona desde 1998 (dois anos depois de Campos e Cunha ter chegado, pela mão do amigo pessoal Guterres, ao Conselho de Administração do banco central português). Isto é, foi o Conselho de Administração do Banco de Portugal, de que Campos e Cunha era vice-governador, quem propôs o novo plano de pensões a Sousa Franco que foi consignado na Lei Orgânica do Banco (Lei 5/98 de 31 de Janeiro). Campos e Cunha era no final de 2003 um dos cinco reformados que beneficiava desse plano, segundo se pode concluir do Relatório anual do Banco de Portugal (página 350).

Protests against increases of 8.8% for bus fares in Florianópolis, south of Brazil, have now reached their second week. The city has the most expensive tickets in the country, costing around R$ 2,08 (US$ 1)The City Hall of Florianópolis and the Santa Catarina State Government have been trying to criminalise the movement by arresting more than 70 activists during the demonstrations, with 19 of them facing criminal charges. Human Rights Groups have denounced the police abuses and compared them to the ones committed during the military regime in Brazil.
The majority of the population has now joined the student movement and the political organizations in their support of the struggle for the reduction of the bus fares. On June 6th, around a thousand people spontaneously blocked the most important avenues of the city. The movement will continue to mount demonstrations and are calling for a big action on the
9th of June, as an ultimatum for the Mayor to suspend the readjustment.

A mim recomendaram-me o uso de Mandriva, Mepis, Ubuntu ou Kubuntu Linux, já que um dos critérios era serem Free (as in speech and in beer).
Sendo Mandriva e Ubuntu os sistema que mais uso creio que o teste funciona muito bem.

People who aren’t technologically savvy don’t realize that statements don’t fade away or remain in confidence on the web; The things we say only get louder and more widely known, unless they’re completely trivial.
CENTRISTS espouse a “middle ground” regarding government control of the economy and personal behavior. Depending on the issue, they sometimes favor government intervention and sometimes support individual freedom of choice.Centrists pride themselves on keeping an open mind, tend to oppose “political extremes,” and emphasize what they describe as “practical” solutions to problems.
